If you select a target and then click counts to percentages in the ribbon, the selected target is then controlled by the percentage value. If the main quota minimum value is changed, the percentage will stay the same and the count will be scaled according to the percentage. For example, if the minimum target is 10, and the percentage is 50, then the count is 5. If you change the minimum target to 20, then the count will be 10.
